Renting with an ESA in St. Petersburg and Pinellas County

Pinellas is a county of condo associations, older neighborhoods with small landlords, and waterfront buildings with their own rules. The Florida law is the same from downtown St. Pete to Clearwater. What changes is who holds the animal file.

Downtown towers and loft conversions
Downtown St. Petersburg towers and warehouse-to-loft conversions often keep the no-pet rider from the first residential conversion. Many split the animal file between a condo association and a rental manager. Put the letter in the file the lease names: the association, the manager, or both.
Older neighborhoods and small landlords
Bungalows, duplexes, and garage apartments in neighborhoods such as Old Northeast and Kenwood are often rented by individual owners. A small landlord may not have handled an ESA request before. A written request and a clinician letter with license details give them something concrete to review, and the landlord support page explains the rest.
Waterfront and barrier-island buildings
Pinellas barrier-island and mainland buildings, from St. Pete Beach to Clearwater, often have both association rules and lease rules. The written housing request is how those two documents get considered together.
Students and portal-based managers
Students at USF St. Petersburg and renters in newer complexes often lease through managers who want a PDF uploaded to a resident portal. If the clinician approves, the letter is a signed English PDF you can upload.

Florida Fair Housing basics for ESA requests

The federal Fair Housing Act treats a refusal to make reasonable accommodations, when they may be necessary, as discrimination (42 U.S.C. 3604(f)(3)(B)). Florida's ESA housing law is Fla. Stat. 760.27, and it applies statewide, in St. Petersburg the same as in every other Florida county.
When a disability or the need for the animal is not readily apparent, a landlord, HOA, or condo board can ask for reliable supporting information. Florida law lists information from a telehealth provider, as defined in s. 456.47, among that information (Fla. Stat. 760.27(2)(b)4).
A housing provider may not request information that discloses the diagnosis or severity of a disability or any medical records (760.27(3)(a)), and may not require a specific form or a notarized statement (760.27(3)(b)).
An internet registration, ID card, patch, or certificate is not, by itself, sufficient information (760.27(3)(c)). See ESA letter vs registry.
A request can be denied if the animal poses a direct threat that another reasonable accommodation cannot reduce or eliminate (760.27(2)(a)). You stay liable for damage the animal causes (760.27(4)). More in what Florida landlords can ask.
